Abstract
Transmission line thermal risk is governed by both environmental conditions and electrical loading. While environmental factors such as wind, temperature, solar irradiance cannot be reliably measured along lines spanning long distances, the Joule heating contribution is fully determined by dispatch decisions. We present a risk-aware optimal power flow formulation that penalizes the worst-case active power flow or Joule loss across all lines, eliminating the need to identify which specific line is at risk. An iterative cutting-plane algorithm solves the formulation, converging in 3–5 iterations on networks up to 30,000 buses. Results on three test cases show risk reductions of 20–85% with cost increases under 9%. Post-dispatch N-1 contingency analysis confirms feasibility is maintained.
